Abstract

Background: The purpose of this research is to discover how bureaucratic reform is implemented and provide several solutions to improve administrative services. Methods: This study was conducted using a qualitative method and an instrumental case study type. In-depth interviews, document studies, and observation were the data collection methods used. Reduction, presentation, conclusion, and verification are the stages through which the data is analyzed. Findings: One of the strategic steps to build governance that is more efficient and effective in carrying out government tasks and serving the community is bureaucratic reform. One way to improve public services is through the "reinventing government management" program, which includes improving government performance, efficiency and empowerment. Conclusion: The results of the study show that, from an institutional perspective, bureaucratic reform has been carried out in social assistance services in the City of Semarang, and from an HR perspective, the qualifications of the existing staff are not appropriate.
