Abstract

Introduction: The management of traditional markets in Indonesia is regulated by the Indonesian National Standard (SNI) 8152:2015 and Minister of Trade Regulation No. 37 of 2017, which aim to improve governance, empower market communities, and meet consumer expectations for cleanliness and order in markets. However, traditional markets under Perumda Pasar Jaya face various challenges in meeting the requirements of SNI for Traditional Markets and Healthy Markets. Method: This research employs a mixed-methods approach, incorporating both qualitative and quantitative methodologies to analyze market conditions, SNI implementation, market revitalization, and management strategies. Primary data were collected through semi-structured interviews and questionnaires, while secondary data were obtained from relevant agency reports. Data analysis was conducted using comparative matrices and statistical analysis with SPSS, including Importance Performance Analysis (IPA). Results: The research results indicate the necessity for interventions such as the implementation of incentive and disincentive systems for market managers committed to running markets in accordance with SNI for Traditional Markets and Healthy Markets. The challenges include the physical revitalization of several markets, non-compliance of market buildings with the established prototype size standards, and the existence of markets prior to the implementation of SNI. Additionally, the lack of commitment from market managers in enforcing policies, the absence of market community independence in practicing Clean and Healthy Living Behavior (PHBS), inadequate market facilities, limited budget allocation for building maintenance, and insufficient coordination between relevant agencies are also significant obstacles.
