Occupational safety and health plan implementation and documentation: policy and process analysis in a manufacturing company

Background: This study aims to evaluate the implementation of the Occupational Safety and Health Management System (OSHMS) in the company, specifically on the elements of building and maintaining commitment and creating and documenting Occupational Safety and Health plans. With the high risks in the work environment, a deep understanding of the implementation of Occupational Safety and Health policies is essential to protect the safety of the workforce. Methods: The method used in this study was qualitative analysis through in-depth interviews with various informants including HSE managers, HSE coordinators, and HSE officers. Data were collected and analyzed to identify achievements and constraints in implementing OSHMS elements. In addition, documents and reports related to the company's Occupational Safety and Health policy were assessed. Findings: The results showed that the element of building and maintaining commitment obtained an achievement of 96%, which reflected the existence of a written Occupational Safety and Health policy and good socialization. However, there are discrepancies in quarterly reporting to the Manpower Office. Meanwhile, the element of making and documenting the Occupational Safety and Health plan reached 100%, with hazard identification and risk management implemented according to regulations. Conclusion: This study concludes that the implementation of OSHMS in the company is quite good, but there are still aspects that need to be improved, especially in terms of reporting. With improvements in this regard, it is expected that OSH performance in the company can improve further, creating a safer and more productive work environment. Novelty/Originality of this article: This article presents relevant and novel findings on OSHMS implementation with a focus on qualitative analysis of the experiences and views of practitioners in the field. The research also provides recommendations for improvements in Occupational Safety and Health reporting and transparency practices, which have not been widely discussed in previous literature
